The question isn't whether they exist, but are they legitimate variations of cards? Did the card companies make proofs like this or are these simply cards cut out of a sheet??

My thought is that if they are legit then why haven't I ever heard of them existing before? They wouldn't be a secret. They only started showing up on eBay within the last couple of years.
